IIRC (and it was SO long ago), the locket was in the Black house and was stolen by Mundungus Fletcher. After he was killed by Bellatrix, the order rifled through his pockets and found the locket, and Dumbledore was all liek whoa horcrux, based on his collecting all those memories over the years.
