Vance has to be evil. Shredding a page from his own employee file in the last ep of the last season is a sure sign of evilness. Plus, setting it so that the man Gibbs recced is the one who is killed/implicated AS WELL AS giving him back his team - could be to make insecure/placate Gibbs and make him believe all will be well.
