Both British, both got attitudes in spades and both (at least, when Spike was human) overlooked by others. Could be a "Spike was one of Malfoys etc. etc. and goes to the wizarding world to help out "nephew" Draco etc. etc. etc.), or Spike could be visiting Britain for the first time since he last left (whenever that was) and... since he's magical now, goes into the Leaky Couldron...
